Introducing Operation CHAOS by Bill Stewart
A secret CIA programme. American dissent. A difficult boundary between national security and political freedom.
My latest nonfiction book, Operation CHAOS, explores an intelligence operation born from concern about possible foreign influence on American protest movements.
Established in 1967, the programme sought to identify foreign links with American dissident groups. Its work developed into an extensive collection of information concerning Americans and their activities—later examined by the Rockefeller Commission. (history.state.gov, cia.gov)
The story raises a question that reaches beyond its own time: how does a government investigate external threats while protecting its citizens’ right to challenge those in power?
In Operation CHAOS, I examine that question through documentary narrative, following the operation’s development, the pressures surrounding it and the scrutiny that followed.
As with my other investigative books, the aim is to make a complex subject accessible while keeping the distinction between evidence and speculation clear.
Readers interested in intelligence history, the Cold War and the workings of government secrecy will find another compelling subject here. The book also continues the themes explored in Operation Paperclip and Operation Gladio, within The Hidden Operations Series.
