K-129 and Project Azorian: The Lost Soviet Submarine the CIA Tried to Raise from the Pacific
In March 1968, a Soviet ballistic-missile submarine disappeared beneath the North Pacific.
Its name was K-129.
The submarine carried nuclear-armed ballistic missiles and a crew who vanished with it.
The Soviet Navy launched an extensive search.
It failed to find the wreck.
The United States did.
And what followed became one of the most extraordinary intelligence operations of the Cold War.
Six years after K-129 sank, the CIA sent a purpose-built ship into the Pacific under the cover of a commercial deep-sea mining venture.
Its real mission was almost unbelievable:
raise part of a Soviet ballistic-missile submarine from more than three miles beneath the ocean without Moscow discovering what was happening.
The operation was known as Project Azorian.
What was K-129?
K-129 was a Soviet Golf II-class diesel-electric ballistic-missile submarine.
Unlike later generations of Soviet strategic submarines, the Golf class was not nuclear powered.
But it carried nuclear weapons.
K-129 was equipped to carry three SS-N-4 ballistic missiles, providing the Soviet Union with a mobile nuclear-strike capability at sea. (CIA)
In early 1968, the submarine sailed from its base at Petropavlovsk on the Kamchatka Peninsula for a patrol in the Pacific.
Something went catastrophically wrong.
K-129 failed to make expected communications.
The Soviet Navy eventually realised that one of its strategic submarines was missing.
When did K-129 sink?

The precise sequence of events aboard K-129 remains uncertain.
There were no survivors.

That combination created fertile ground for theories.
What caused K-129 to sink?
The honest answer remains:
we do not know with certainty.
Various explanations have been proposed over the years.
They include an internal explosion, missile-related accident, battery problems, flooding and collision.
Some accounts have suggested that K-129 collided with an American submarine.
Others have advanced much more dramatic theories involving an attempted unauthorised nuclear launch.
None of those claims should be treated as established fact simply because they make a compelling story.
The submarine was lost suddenly and catastrophically.
But the precise cause has never been publicly established beyond serious dispute.
That distinction matters.
K-129 is a case in which the evidence supports confidence about where the submarine ended up and what happened afterwards, but considerably less confidence about why it sank in the first place.
The Soviet search
The Soviet Navy mounted a major search operation after K-129 disappeared.
Ships and aircraft searched the Pacific.
But the Soviet forces did not know exactly where their submarine had been lost.
The ocean was vast.
The depths involved were enormous.
The search eventually ended without the wreck being found.
For the Soviet Union, K-129 had effectively vanished.
But American intelligence had an advantage.
How did the United States find K-129?
The United States had extensive underwater acoustic surveillance capabilities during the Cold War.
Analysis of acoustic information helped American specialists narrow the location of a suspicious underwater event.
The U.S. Navy then sent the specially equipped submarine USS Halibut to investigate.
Halibut possessed capabilities for deep-ocean search and intelligence operations.
Eventually, the Americans located and photographed the wreck.

That created an extraordinary intelligence opportunity.
Why did the CIA want K-129?
A Soviet ballistic-missile submarine represented an intelligence treasure.
If significant parts could be recovered, U.S. intelligence analysts might gain access to:
Soviet missile technology,
nuclear weapons information,
cryptographic equipment,
codebooks and communications material,
navigation systems,
and
details of Soviet submarine construction and operating practices.
The potential value was enormous.
But so was the engineering challenge.

Nobody had ever attempted anything remotely comparable at that scale.
Project Azorian
The CIA accepted the challenge.
The recovery effort became known as Project Azorian.
The plan was breathtaking in its ambition.
Engineers would build a huge surface vessel capable of holding position over the wreck.
From inside that ship, they would lower an enormous mechanical capture vehicle thousands of metres through the ocean.
The capture vehicle would grasp part of the submarine.
Then the entire load would be lifted to the surface.
And the operation had to remain secret.
The Soviet Union could not be allowed to realise that the United States was attempting to recover one of its strategic submarines.
The technical problem was immense.
The intelligence problem was equally difficult.
Why Howard Hughes?
The CIA needed a convincing explanation for why a highly unusual ship was being constructed with technology designed for extreme deep-ocean work.
Enter Howard Hughes.
The eccentric billionaire industrialist provided an ideal cover.
Publicly, the new vessel would be associated with Hughes and presented as a revolutionary deep-sea mining ship designed to recover manganese nodules from the ocean floor.
The story was plausible.
Commercial interest in seabed minerals already existed.
Hughes was famous for ambitious technological projects.
And an enormous experimental vessel operating in the Pacific could therefore be explained without mentioning Soviet submarines.

The Hughes Glomar Explorer
The ship built for the mission became the Hughes Glomar Explorer.
Externally, she could be presented as an experimental mining vessel.
Internally, she was designed around the secret recovery operation.
Among her remarkable features were:
a huge central opening known as the moon pool,
a derrick and lifting system,
massive lengths of steel pipe,
a giant capture vehicle,
and equipment capable of lowering and raising enormous loads while the ship maintained its position far out at sea.
The submarine section would not be hauled visibly over the side.
Instead, it would be brought upward into the ship through the moon pool.
That would allow the entire recovery to remain hidden from passing ships, aircraft and reconnaissance satellites.
Clementine
The capture vehicle became informally known as Clementine.
It was essentially an enormous mechanical claw.
But describing it as a claw understates the engineering challenge.
It had to descend more than three miles through the ocean while suspended from a massive string of steel pipe.
It had to be positioned accurately over the wreck.
Its mechanical arms then had to engage part of a submarine lying on the seabed.
And after securing the target, the system had to lift thousands of tonnes upwards through deep ocean currents.
The CIA has compared the challenge to lowering a grappling hook from the Empire State Building, picking up a heavy object at street level and hauling it all the way back up — without anyone noticing. (CIA)
Why recover only part of the submarine?
K-129 had been badly damaged when it reached the seabed.
The CIA ultimately planned to recover a substantial section rather than simply lifting the entire intact submarine.
The target portion was approximately 132 feet long and weighed around 1,750 tons, according to the CIA’s own account. (CIA)
Even that represented an extraordinary deep-sea lift.
Nothing comparable had previously been attempted at such depth.
The mission begins
The Glomar Explorer departed California for the Pacific in June 1974.
On 4 July 1974, the ship arrived over the K-129 recovery site.
The symbolism of an American intelligence vessel beginning one of the Cold War’s most audacious operations on Independence Day was entirely accidental — but striking nonetheless.
The crew began lowering the capture system towards the seabed.
Each section of supporting pipe had to be added carefully as Clementine descended.
The operation took days.
Far below, the wreck of K-129 waited in darkness.
Soviet ships arrive
The operation became even more remarkable when Soviet ships appeared nearby.
They were curious about what the strange American vessel was doing.
But the Hughes mining cover held.
The Glomar Explorer continued its recovery operation while Soviet vessels monitored activity in the area.
The CIA was attempting to steal part of a Soviet ballistic-missile submarine while representatives of the Soviet Union were effectively watching from the surface.
They apparently did not realise what was happening beneath them. (CIA)
The submarine is grabbed
Clementine eventually reached the wreck.
The capture vehicle was manoeuvred into position.
Its mechanical arms closed around the submarine section.
Then began the lift.
Thousands of tonnes of machinery, submarine and supporting equipment slowly began moving towards the surface.
For the engineers aboard Glomar Explorer, this was the point at which years of planning and enormous expenditure either succeeded or failed.
At first, the lift worked.
The submarine rose.
Then disaster struck.
The recovery fails — partially
During the ascent, part of the captured submarine broke away.
The mechanical lifting system could not retain the entire section.
A substantial portion of K-129 plunged back towards the seabed.
Years of engineering effort appeared to be disappearing beneath the Pacific.
But not everything was lost.
Part of the submarine remained held inside the capture vehicle.
The crew continued the recovery.
That surviving section was eventually brought into the Glomar Explorer’s moon pool. (CIA)
Project Azorian had not achieved the complete recovery originally intended.
But it had accomplished something previously considered almost impossible.
What did the CIA recover?
Much of the detailed intelligence obtained from the recovered section remains unclear or classified.

Other material was also recovered.
Exactly how much intelligence value the operation produced has remained the subject of debate.
Some accounts have suggested that the most valuable cryptographic and missile-related material lay in sections of the submarine that fell back to the seabed.
CIA assessments of the operation have varied depending upon what measure is used.
As an intelligence collection effort, it did not obtain everything planners had hoped for.
As an engineering achievement, it was extraordinary.
The six Soviet sailors
The discovery of human remains created an issue that transcended espionage.
Six Soviet submariners had been recovered from the wreck.
The United States treated them as sailors who had died in military service.
They were given a formal burial at sea with military honours.
The ceremony was recorded.

It is one of the most striking human episodes in the entire operation.
The men had been members of an adversary’s submarine force.
Yet once recovered from the ocean, they were treated not principally as intelligence assets, but as dead sailors.
What happened to the rest of K-129?
Most of K-129 remained on the seabed.
Immediately after the partial recovery, American planners considered returning for another attempt.
A second mission might have recovered sections containing precisely the intelligence material the CIA most wanted.
But secrecy was beginning to collapse.
And the reason had almost nothing to do with Soviet counter-intelligence.
It began with a burglary.
The Hughes burglary
Shortly before the Glomar Explorer sailed, thieves broke into an office connected with Howard Hughes in Los Angeles.
Among the stolen material was documentation that could help expose the relationship between Hughes, the CIA and the supposedly commercial mining vessel.
The effort to recover the stolen documents drew the attention of law enforcement.
That, in turn, attracted journalists.
Rumours began circulating.
By late 1974, reporters were closing in on the story. (CIA)
One of the most secret intelligence operations of the Cold War was beginning to unravel because ordinary criminals had burgled an office.
The story breaks
In February 1975, the Los Angeles Times published a report connecting the CIA, Howard Hughes and the Glomar Explorer.
Investigative journalist Jack Anderson subsequently publicised the operation nationally.

The Soviet Union now knew enough to monitor the recovery site.
Plans for another attempt became politically and operationally impossible.
The remaining wreckage of K-129 would stay on the seabed.
“Neither confirm nor deny”
Project Azorian produced an unusual legacy far beyond submarine intelligence.
Journalists submitted requests seeking information about the operation.
The CIA faced a problem.
Confirming that documents existed could itself reveal classified information.
Denying that they existed might also disclose more than the Agency wished to reveal.
The response therefore became:
the CIA could neither confirm nor deny the existence of the requested records.
That formulation became famous as the Glomar response.
Versions of it are still used by governments and intelligence organisations today when even acknowledging the existence of information could reveal a classified fact.
So a covert attempt to recover a Soviet submarine gave the language of government secrecy a phrase that survives decades later. (CIA)
Was Project Azorian a success?
The answer depends upon what is being measured.
If success means recovering the entire intended section of K-129 and obtaining all the intelligence material planners hoped to find, then the operation fell short.
Much of the submarine broke free during the lift.
A second recovery attempt was never carried out.
Some of the most valuable expected intelligence may therefore have remained on the seabed.
But judged as an engineering project, the achievement was remarkable.
The United States secretly designed and built a ship capable of lowering a huge recovery vehicle more than three miles into the ocean, locating a submarine section, gripping it and lifting part of it to the surface.

Did the Soviets know what America was doing?
Not initially.
That was central to the success of the Hughes cover story.
Soviet vessels observed the Glomar Explorer during parts of the operation but apparently accepted, or at least could not disprove, the explanation that the vessel was engaged in deep-sea mining research.
Once press reporting exposed the true purpose of the ship, that advantage disappeared.
The Soviets could then monitor the recovery site deliberately.
A second secret attempt was no longer realistic.
Was Project Jennifer the real name?
This is another persistent point of confusion.
The submarine recovery operation itself was Project Azorian.
The name Jennifer became widely associated with the mission after press reporting, but it referred to a security compartment connected with the project rather than being the correct operational codename for the recovery itself.
That distinction matters because “Project Jennifer” appeared so frequently in newspapers and later popular accounts that it effectively became an alternative name.

Did K-129 collide with an American submarine?
The collision theory has persisted for decades.
Some Soviet and Russian commentators suspected that an American submarine might have been involved in K-129’s loss.
The United States denied such responsibility.
No publicly available evidence has established a collision with an American submarine as the definitive cause.
The fact that the United States subsequently found K-129 and secretly attempted to recover it naturally encouraged suspicion.
But suspicion is not evidence.
Until compelling primary evidence establishes the cause, collision remains one theory among several.
Was K-129 attempting a rogue nuclear attack?
Another dramatic theory argues that K-129 was preparing an unauthorised nuclear strike and suffered a missile accident.
That theory has appeared in books and documentaries.
It is intriguing.
It is not established history.
No publicly available official evidence demonstrates that K-129 was attempting to launch a nuclear attack against the United States.
Extraordinary claims require particularly strong evidence.
In the case of K-129, the responsible conclusion remains that the exact cause of the submarine’s loss is unresolved.
Why the engineering mattered
Project Azorian helped push deep-ocean engineering into territory that scarcely existed beforehand.
The CIA and its contractors had to solve problems involving:
dynamic positioning,
extreme-depth lifting,
high-strength pipe systems,
underwater recovery vehicles,
massive hydraulic machinery,
and
the movement of exceptionally heavy loads through a ship while maintaining secrecy.
Those advances did not disappear when the intelligence mission ended.
Technology created for unusual government projects often finds later application elsewhere.
The Glomar Explorer itself later entered commercial service connected with deep-water drilling.
Secrecy on an extraordinary scale
Thousands of people were involved directly or indirectly in designing and constructing the vessel and its machinery.
Yet the true purpose of the operation remained remarkably well protected for years.
Most workers were told only what they needed to know.
Contractors might understand one component without knowing how it fitted into the larger mission.
The Howard Hughes mining story gave outsiders a plausible explanation for the unusual technology.
Project Azorian therefore demonstrates another fundamental feature of intelligence work:
a successful secret does not always require everybody involved to lie.
It may require only that very few people understand the whole picture.
The crew of K-129
The extraordinary CIA operation can easily overshadow the event that began the story.
A submarine was lost.
Its sailors died.
The Soviet families left behind received limited information within a highly secretive military system.
Their relatives disappeared somewhere in the Pacific while serving aboard a strategic submarine whose mission itself was classified.
Most of the crew remain with K-129 on the seabed.
The six recovered during Project Azorian received a burial at sea.
The others remain inside or around their submarine thousands of metres below the Pacific.
Whatever intelligence value K-129 possessed, it was also — and remains — a grave.
Why K-129 still matters
K-129 and Project Azorian illuminate several different parts of Cold War history at once.
The loss reveals the risks faced by submarine crews conducting secret strategic patrols.
The American search demonstrates the extraordinary reach of Cold War underwater surveillance.
Project Azorian shows what intelligence agencies were willing to attempt to understand an adversary’s military capabilities.

And the eventual exposure of the operation reveals how even the most carefully protected secret can unravel through an apparently unrelated event.
Perhaps the strongest lesson is this:
Cold War intelligence was not conducted only by spies carrying cameras and secret documents.
Sometimes it required building an enormous ship, lowering a mechanical claw three miles into the Pacific and attempting to lift another country’s ballistic-missile submarine from the seabed.
